From 2010 a president at Barca can now run 12 years, two 6 year terms.

I thought Laporta was out in 2010 no matter what. So this policy would only help his predecessors.

no, this has something to do with new laws in catalonia or infact the whole of spain, not sure exactly what the rule states but that is why. i dont think this is a massive problem, as if the president makes a right cock up of the club mocios can always happen (like last year, which was almost successful!)
